Sla Launches Price Quality Tender State Owned Properties Phoenix Park Tanglin
The Singapore Land Authority (SLA) has announced plans for a price-quality tender to lease 33 heritage buildings within a 610,487 sq ft site at Phoenix Park in Tanglin. These buildings were initially built by the British in 1949 and served as the British Far East Command and High Commission. Following Singapore’s independence, the site became the Ministry of Home Affairs from 1977 to 2001.
The site is characterized by its colonial architecture and black-and-white design, and was declared a historic site by the National Heritage Board in 2012. It features two 3-storey buildings, two 2-storey buildings, and 29 single-storey buildings, with a total gross floor area (GFA) of approximately 119,338 sq ft. The site also includes 150 surface car park lots and 17 motorcycle lots.
Prior to the launch of this tender, the government had leased several buildings to offices and restaurants, including Spruce, a European restaurant, and the German beer garden Bread, Beer & Brez’n. The site was previously managed by local real estate group LHN.
SLA is seeking proposals that will transform the historic site into a new lifestyle destination. They are inviting tenders to incorporate co-working and co-living spaces, as well as art galleries, into their concepts. These offerings would complement the site’s existing approved uses such as commercial schools, offices, serviced apartments, and F&B establishments.
It is not the first time that SLA has encouraged tenderers to explore new land uses, such as co-living and co-working spaces. An example of this is the Coliwoo Bukit Timah Fire Station, a State-owned property that was awarded to homegrown co-living brand Coliwoo and transformed into a mixed-use development with a 62-unit co-living residence, F&B outlets, and community spaces.
The Woodlands Regional Centre is undergoing a major transformation that will bring about a wide array of retail, recreational, and lifestyle options. Former schools have also been repositioned, such as the former Henderson Primary School, which was awarded to TSTAP, a joint venture between TS Group and co-living provider The Assembly Place. The site now houses the nation’s first intergenerational co-living residence for seniors and youths.
The historic site at Phoenix Park will be leased for an initial term of five years with the possibility of a final four-year term, but SLA has stated that further renewals will be at the government’s discretion.
Prospective tenderers will have the opportunity to visit the site on Sept 18 and 26, and the tender is set to close on Nov 12. If the tender is successful, SLA expects to award the site by March 2026.
