Mount Pleasant Estate Have 6000 Hdb Flats 5000 Previously Announced
The Housing and Development Board (HDB) has announced plans for four Build-to-Order (BTO) projects in the upcoming Mount Pleasant estate, bringing the total number of flats in the area to 6,000 upon completion. This latest announcement represents an increase of 1,000 units from the 5,000 flats previously announced for the 33-hectare site. HDB revealed in a press release on Sept 2 that this increase in supply was the result of further detailed planning studies, in order to meet the strong demand for housing. The first of these BTO projects, Mount Pleasant Crest, is set to be launched in the October 2025 BTO exercise, offering approximately 1,350 units ranging from two-room flexi to four-room flats. An additional 270 units of public rental flats will also be available.
According to HDB, Mount Pleasant Crest will offer the “white flat” layout, which allows buyers to opt for an open-concept design without partition walls for a more spacious and versatile living space. This layout was first introduced in the Crawford Heights BTO project and saw a high take-up rate, with four out of 10 flat buyers opting for it.

The Mount Pleasant estate is located on the site of the former Old Police Academy (OPA), near the Thomson Flyover off the Pan Island Expressway. The OPA served as a training institute for the Singapore Police Force (SPF) until 2005, and six of its buildings have been conserved and integrated into the new estate. These buildings, which HDB deemed as the most significant representations of police heritage, will serve as a neighbourhood police post, SPF Heritage Gallery, Senior Police Officers’ Mess, and future developments. The former OPA parade square will also be retained as public space for community use.
With the new Mount Pleasant MRT Station on the Thomson-East Coast Line, the estate will be well-connected and car-lite, with Transit Priority Corridors featuring dedicated bus lanes and wider footpaths and cycling paths. In addition, new roads such as the Old Police Academy Road will enhance accessibility. HDB also plans to construct a sheltered pedestrian thoroughfare to connect the various precincts in Mount Pleasant.
Lee Sze Teck, senior director of data analytics at Huttons Asia, predicts that the upcoming Mount Pleasant Crest BTO project will generate strong interest due to its prime location near Mount Pleasant MRT Station and reputable schools like CHIJ Primary Toa Payoh and Singapore Chinese Girls’ School. He adds that the area’s proximity to Toa Payoh, which has one of the highest numbers of million-dollar resale flats, may also influence demand and pricing.
Eugene Lim, key executive officer at ERA Singapore, notes that the white flat layout at Mount Pleasant Crest could appeal to younger Singaporeans and homeowners looking to customize their living space with extensive renovations. “A white flat typology will give them the option to customize their layout to cater to their housing needs, allowing for flexibility over the longer term,” he explains.
