The upcoming Berlayar estate is set to bring about 7,000 new HDB flats in the near future, which is a significant increase from the previously announced 6,000 units. This estate, situated on the former site of the Keppel Club, has undergone thorough planning studies and is expected to provide a total of 10,000 new homes, including private housing.

In a press release on September 23, HDB shared that the decision to increase the number of planned homes was made after detailed planning studies on the 48ha site. The Berlayar estate is slated to be an extension of Bukit Merah town and marks the beginning of the Greater Southern Waterfront transformation. The name of the estate, which means “sailing” in Malay, pays homage to the area’s landmarks and rich maritime heritage.

According to HDB, about 20% of the site (equivalent to 10ha) will be reserved for green spaces. Four green corridors, ranging from 30m to 60m wide, will be incorporated into the estate to provide recreational areas for residents, as well as promote ecological connectivity between the Southern Ridges and Labrador Nature Reserve. The Berlayar BTO projects will feature blocks with staggered heights, allowing for more residents to enjoy scenic views of the Southern Ridges and the coast.

In addition, Berlayar will be a car-lite estate, with walking and cycling networks. Most homes in the estate will be within a 10-minute walk to the Labrador Park and Telok Blangah MRT stations, making it convenient for residents to access public transportation.

The first BTO project in Berlayar, known as Berlayar Residences, is set to be launched for sale next month as part of the October 2025 BTO exercise. This project will offer 870 units of two-room flexi, three-room, and four-room flats, as well as 200 public rental flats.

Eugene Lim, key executive officer at ERA Singapore, believes that the flats at Berlayar Residences will likely be classified as Prime, given its location in a mature estate and close proximity to central locations. He estimates that prices for four-room flats at Berlayar Residences could start at around $500,000 to $550,000 before grants. Lim also notes that with the recent increase in subsidy clawback rates, there may be a clawback rate of around 11-12% on these upcoming flats.

Considering the healthy application rate seen for BTO projects in Bukit Merah launched in July, including the Prime project Alexandra Peaks, Lim predicts a strong response for Berlayar Residences. He also suggests that the two-room flexi flats at Berlayar Residence may be popular among single applicants due to its unique location combining city-fringe convenience with a coastal view.
